Auckland Integrated Fares System Smartcard Project
Advised the Auckland Regional Transport Authority and New Zealand Transport Agency on the project to deliver Auckland and New Zealand's first integrated ticketing system for all modes of public transport. Bell Gully advised on all aspects of the project, including procurement and drafting and negotiating contracts. A $47million 12-year project agreement was signed with a consortium in December 2009 and plans are underway for parts of the Auckland system to be used in a national integrated ticketing approach.

Land Transport New Zealand
We provided strategic advice to Land Transport New Zealand (LTNZ) in the region wide changes to the Auckland Regional Policy statement and district plans initiated by the Local Government (Auckland) Amendment Act in order to promote the integration of transport and land use in Auckland. Specifically we prepared submissions and advised on Plan Changes 22 and 23 to Franklin District Council's district plan relating to urban growth matters. In addition we acted for LTNZ and Auckland Regional Transport Authority in facilitating resolution of appeals on Plan Change 52 of Rodney District Council's operative plans for the integration of transport with land use at Silverdale North.

Auckland Regional Council
Bell Gully is advising the Auckland Regional Council (ARC) Auckland Regional Transport Authority (ARTA) and Auckland Regional Holdings (ARH) on regional land transport strategic issues, public transport infrastructure and services, roading funding, and governance issues.

Auckland rail project
We advised ARTA on all aspects of the $NZ1 billion plus Auckland rail project, including infrastructure upgrades to the Western rail line involving the Crown, ONTRACK, the Auckland Regional Transport Network Limited and Veolia Transport Auckland. We also advised on the procurement of the new operator and rolling stock and rail network and station access arrangements (including pricing structures) and bus and ferry public transport procurement.

Britomart station
We are advising Auckland Regional Transport Network Limited on the Britomart Transport Interchange, involving operations and management arrangements for a major integrated rail and bus interchange in central Auckland and the acquisition of Auckland's ferry terminals.

Tranz Rail Limited
We advised Tranz Rail on its NZ$400 million engineering services outsourcing programme. This included an international tender process for three specific outsourcing contract areas (track infrastructure, motive power and freight rolling stock engineering services). We also advised on the proposed sale of the Wellington Metro rail service by Tranz Rail.

Toll project
We advised a consortium on the proposed Weiti Toll Road project north of Auckland - the first toll road proposed in New Zealand.
